I have heard rumors that the "salary floor" doesn’t kick in until 2013. Is that true? If so, does that mean teams like KC, TB, CIN, and others can spend way less than other teams like PHI and NY?

Best question of the morning. There is no team-by-team floor in 2011-2012, although league-wide 99% of the salary cap must be spent in cash. The NFL would be responsible for any remaining cash to be spent and would be distributed amongst players. There has been no decision as how this money would be collected from teams and in what ratio as of this moment. Yes some teams can indeed spend less than others. They may end up having to write a check at the end of the year though to get close to the floor. http://bit.ly/okjsUy
